The 48-acre Upper Harbor Terminal site is owned by the City of Minneapolis and located along the Mississippi River, generally between the Lowry Avenue and Camden bridges. The site is the largest remaining single-owner development opportunity along the river and offers almost a mile of riverfront in north Minneapolis, just over two miles from downtown Minneapolis.
With the March 2019 approval of a Concept Plan, the City of Minneapolis, the Minneapolis Park and Recreation Board (MPRB), the master developer United Properties and the community are midway through a planning process that will guide the redevelopment of the site. The goal is to transform this unique site from its historic use as a barge shipping terminal to a combination of riverfront park amenities and community-benefitting private development.
